About Richard

Richard brings over 35 years of management expertise in the delivery of quality care in complex environment at the international level. This includes leading change and Risk Management planning. He also possesses 25 years of experience in instruction, professional development, adult training, mentoring and coaching.

Richard is a graduate from Laval University in Political Sciences. He also holds a Master’s Degree in Defence Studies and he has completed the Canadian Forces Joint Senior Staff course. He joined the Canadian Armed Forces in the late 70’s. His military experience is varied, both with the Combat Arms and in Health Care Administration. Employments ranged from strategic planning; project management and service delivery, quality control, managing teams and units, planning and budget administration, as well as leading acquisition projects. This included the command of 1 Canadian Field Hospital, a 500 + personnel unit, having 7 satellite detachments across Canada.

Career Experiences

Before joining the Delfi Group in 2015, Richard had a distinguished career (35 years) in the Canadian Armed Forces, culminating as the Commanding Officer of the 1 Canadian Field Hospital. Veteran of several United Nations and NATO missions, he had an extensively varied professional experience in senior staff positions that focused on strategic planning, risk management, institutional changes and leadership. As a Health Care administrator he has extensive employee and labour relations experience under provincial and federal jurisdictions. He also acquired and extensive knowledge of adult training, job evaluation, professional development, mentoring and coaching.
